David has over twenty years of experience in managing projects at the RG Freeman Group, the Ohio State University, State of Ohio agencies, and public utility regulatory commissions. As a certified Project Management Professional (PMP), he is currently focused on expanding the application of project management and business analysis and bringing related operational improvements to public and private sector organizations. As the leader in our organizational growth programs he has designed curriculum and provided training and mentoring in project management, organizational development, and business analysis. He is the author of The Project Management Imperative: Mastering the Key Survival Skill for the 21st Century Organization. His newest book released September, 2009, is Managing Public Sector Projects: Meeting the Challenges and Achieving Results. David is a frequent speaker on project management and related topics. He has worked with Fortune 500 companies, universities, government agencies, and a variety of other organizations. David was awarded June, 2011 the Mary Marvel Award as the Best Instructor at Ohio State University's John Glenn School of Public Affairs. The winner of that award is selected by the graduating class, and this was his third time recognized by the graduating class as outstanding teacher of the year over the past four years.

David has been a Visiting Scholar and Instructor at the John Glenn School of Public Affairs at The Ohio State University and has been honored by the graduating class of 2008, 2009 and 2011 with the "Outstanding Teacher Award" from John Glenn School of Public Affairs. David is also a Program Consultant to the Institute of Public Utilities at Michigan State University, and serves as an Adjunct Professor in the Dauch College of Business and Economics at Ashland University. He has taught graduate-level project management courses at the Glenn School and at Ashland University, where he built the project management specialization in the Ashland MBA program. At the Ohio State University, he founded the Commission Transformation Program at the National Regulatory Research Institute. He has taught and consulted with Fortune 500 companies, government agencies, and more that 30 state public utility commissions around the nation in the areas of strategic planning, organizational design, management training, process improvement, conflict management, performance assessment, and information technologies. He has written widely on topics including alternative dispute resolution, regulatory accounting, regulatory agency change and effectiveness, utility finances, and information systems.
